The Senate's Boxer-Kerry climate bill would:

Raise the 2020 target for greenhouse pollution reductions to 20 percent below 2005 levels.
Ensure that revenues from carbon regulation go to transit, bike paths, and other green modes of transportation.

Give the EPA to regulate coal plants under the Clean Air Act.
